Originally designed by Robert Scot in 1794, this is a 1986 modernization of the design by John Mercanti. The seal features a powerful bald eagle with the heraldic shield on its chest. The bird clutches the arrows of war and the olive branch of peace in its talons, with a triangular cluster of 13 stars over its head.
