In 1985 Congress passed the Liberty Coin Act, authorizing the production of an official silver bullion coin for the United States government. The silver for the initial coins came from the Defense National Stockpile, while a 2002 extension of the popular series authorized the Treasury Department to purchase additional silver on the open market.

All American Silver Eagle coins feature the same designs on the obverse and reverse face each year. Additionally, only silver sourced from within the United States is allowed to be used in the minting process.
